How do I order a copy of a Visa Application

I would like to order a copy of a Visa Application for John Machin (Clemente de Jesus Machin at the time of entry). He arrived on 11/17/1925 from Tenerife, Spain on a diplomatic visa. The visa application number may have been INS Reference Number 2-A-11885, however this is likely a number related to a request for deriv. cert. on 13 Nov 1941.
