In 1915, Ralph Norton wanted to evangelize with the YMCA among the British and French soldiers near the trenches in France. As an US citizen he was not allowed to so. In 1916, he wrote "We tried for six months. Our own ambassador tried the secretary of this and that." Question: would there be a paper trail of this in Records of U.S. Embassies, Legations, Consulates General, Consulates, and Missions (RG 84) or anywhere else?

If any documentation of the ambassador’s lobbying on behalf of Mr. Norton does exist, it would probably be in the series United States Consular Records for Paris, France , 1801-1940 (assuming that the ambassador he is referring to is the U.S. ambassador to France).
