Thank you for posting your request on History Hub.
We searched the Publications of the U.S. Government (Record Group 287) and located the series titled “Superintendent of Documents - President of the U.S. (PR). We were not able to locate a publication with the title “Servicemen’s Rights and Benefits.” But filed under SuDoc No. Pr 32.5902:V34-944, we located a small pamphlet titled “Your Rights and Benefits: A Handy Guide for Veterans of the Armed Forces and Their Dependents” published by GPO in 1944 that explained how to use the “GI Bill”. We scanned a copy for your use (see attached).
