You or your wife will need to fill out the SF-180 form which is all downloadable from the internet. You need to provide as much information as possible. You can also request using the following information.

Lastly, you can try requesting his records through you your father inlaws county court house. Back in those days the registered their discharge papers with the county clerk. May have luck there too.
