Non-immigrant visas in the 1940s and early 1950s

I would like to learn more about visitors visas (non-immigrant) visas in the 1940s and/or early 1950s for use by visitors/tourists to enter the USA from abroad on a temporary basis. Does anyone know where I can find that information? As far as I have been able to find out, these visas were issued by embassies abroad. What information, etc., was required to obtain such a visa? How long could a person stay legally on a visitor's visa? What were the restrictions? How was it enforced?

I have not been able to find much information about this yet and hope someone here can help.

      Thank you!
