2 people found this helpfulDear Ms. Atchison,
Thank you for contacting the History Hub!
The National Archives' National Personnel Records Center has a web page that explains the answers to your questions in detail. Because the date of this sailor's death was before 1956, his personnel files are archival records and are available to the public, which is good news for your research. The NPRC page "Official Military Personnel Files (OMPF), Archival Records Requests" [https://www.archives.gov/st-louis/archival-programs/military-personnel-archival/ompf-archival-requests.html] details the different ways you can access Ensign Malott's records.
We wish you all the best with your research!
Sincerely,
Katharine Seitz
