3 people found this helpfulDear Ms. Hubbard,
Thank you for posting your request to History Hub!
We suggest that you check to see if his medical reports exist. Individual medical reports for enlisted men of the U.S. Army who were separated from the service after October 1912 and prior to 1955 are in the custody of NARA's National Personnel Records Center in St. Louis. In many cases where personnel records were destroyed in the 1973 fire, proof of service can be provided from other records such as morning reports, payrolls, and military orders, and a certificate of military service will be issued. Please complete GSA Standard Form 180 and mail to NARA's National Personnel Records Center, (Military Personnel Records), 1 Archives Drive, St. Louis, MO 63138-1002. Or you may apply online at http://www.archives.gov/veterans/military-service-records/.
We hope that this information is help. Best of luck with your research!

I have somewhat researched the 1st Gas Regiment of WW1, and the Chaplains book Is available at no cost at the Library of Congress. There are 2 Online Catalog Listings of the Regiment. The Medical Detachment of the 1st Gas Regiment sustained 2 casualties during the war. This listing unfortunately had records of the 1st Infantry Division and was not available at NARA. Maybe the Report of the Medical Detachment of the 1st Gas Regiment may have been misplaced or improperly listed in the Public Online Catalog? The specific catalog reference toward the Medical Detachment Reports seems to have been removed from the RG 120 Online Catalog. But there is a reference toward the Companies and issuances of the 1st Gas Regiment.

Rachel Hubbard Apr 13, 2018 11:40 AM (in response to Michael Tomko)Thank you Michael. I was thrilled to read The Story of the First Gas Regiment and actually find his picture in the Company A group photo as well as seeing McKinley's name listed. Now to continue the search for a Death Certificate or any type of record of his death. My father in law (McKinley's son) is now 95 years old and would very much like to know why there is no record of his death anywhere, not even in 1940 census! Best Regards, Rachel

I was actually amazed at your post, because I was researching the 1st Gas Regiment, along with some other topics.
As you may be aware, the 1st Gas Regiment was involved in chemical warfare during WW1. But much of the units
mortars were used to lay white phosphorous barrages. Many medical records associated with chemical, biological and nuclear weapons can become classified. This also occurred during Project SHAD.
The Reports of the Medical Detachment of the 1st Gas Regiment were listed on the NARA Public Catalog , and I did
request them. But they were not found?
In many cases soldiers, scientists, and engineers involved in the research and utilization of these special weapons can have exposures that latter contribute to their passing. Without service records and medical reports, their families would not be able to formulate a case. It is unfortunate. Information related to special weapons can be classified for up to 50 years, and an additional 25 years. It seems that it may be sealed beyond the 100 year time frame?
There may also be motion pictures of the 1st Gas Regiment, since it was an important Unit during WW1 and played a large role in the early use of chemical warfare and WW1.
Thank you for responding back to my post, hopefully more information and records can be brought forth.....

In addition to submitting the SF180, I also suggest that you submit a FOIA to the Dept. of Veterans
Affairs FOIA Office and notify the legislative representatives and committees with oversight and funding
of the VA, in an attempt to obtain a Timely response from the agencies that now hold the records.

Michael Tomko Apr 11, 2018 12:54 PM (in response to Rachel Hubbard)2 people found this helpfulNARA also seems to have a Clinical Record Library for military hospitals, but this link only references those records
indexed in the mid 1950's? If treatment was sought from a Veterans Hospital after WW1, then they may have the records in one of their storage facilities. Most storage facilities must meet the standards of approval and safety from NARA. In the case of special research or certain military records, it may be possible that NARA may not have access?
Maybe the records were retained by the military into the 1950's and transferred? I have also seen other online comments concerning requests that were not answered and FOIA attempts taking up to 3 years. The oldest FOIA at NARA was 25 years. Mr. Hubbard was listed on page 271 of the Appendix of The Story of the First Gas Regiment. I hope this can assist you....
