Thank you for your question. We believe that the letter you seek is part of a series called Diplomatic and Consular Instructions of the Department of State, 1791-1801, which is available on microfilm publication number M28. The records are arranged by date, so the letter you seek will appear on Roll 2. This series can be ordered for $125 per roll; however, it is likely that you will also be able to acquire a copy through your university’s interlibrary loan program.
We have two separate resources for citing records; one is specific to Department of State records (view here) and the other is general guidance (Leaflet 17). You are welcome to use whichever best suits your needs.
