Another possible resource is the National Personnel Records Center in St. Louis, MO. Here is a link to more information about how you can request civilian personnel files from NPRC.

A record from service in 1905 would actually be an archival record. All archival civilian federal employee records are held at the National Archives in St. Louis, rather than NPRC-CPR as mentioned above. You may send your request to stl.archives@nara.gov and we will happily conduct a search for the individual's Official Personnel Folder (OPF) you are looking for. Please include as much biographic data about the individual as possible to facilitate our search. Thanks!
