How do I find information on letters sent to family about1918 to come claim Native Am. restitution

My GGrandmother received a letter to claim her restitution or allotment. Her sister got a letter also. This was around 1918. They were living in OK, but had to travel to Brownwood TX because that was their birth town. They were not able to go. My Grandmother actually read the letter.
