    1880 Department of State Document


      My ancestor was naturalized as a citizen in 1860, but was issued a document in 1880 from the Department of State, which permits my ancestor "safely and freely to pass and in case need to give him all lawful aid and protection." It is signed by the Secretary of State William Evarts. Any idea of what this document is and why it was issued?
