I have spent years researching a Civil War officer, Union, who is likely buried in an unmarked grave out west where he died. I have also tried unsuccessfully to find any descendants. Can someone who is not next of kin get a veteran's "In Memory Of" installed at the cemetery in New York state where much of his family lies?

They may be able to assist you. If not, you may have to contact whomever owns the cemetery in New York where much of his family lies and discuss how to get a marker placed there or perhaps, a local American Legion Post may assist you.
