The Records of the War Shipping Administration [WSA] (National Archives Record Group 248) are in the custody of the Textual Reference Branch at the National Archives in College Park, MD (Archives II). A quick search of the National Archives Catalog yields descriptions of these series in RG 248. One potentially relevant example is the series Records Relating to Shipping Traffic and Requirements, which includes “records related to the allocation of cargo vessels controlled by the War Shipping Administration to particular shipping trades along with records relating to foreign port traffic, shipping, and cargo vessels.”
