Dear Mr. Erzinger,
Thank you for contacting History Hub with your question. Not all NA Form 13038’s will come with seals on them. The National Archives charges for certified copies and there is an additional fee required. If you had stated that you wished to receive a certified copy of your separation papers then the seal should be able to be located by feeling the document for the raised portion. If you stated that you wished to receive a certified complete copy of your service record then there will be a separate sheet attached to the entire copy stating that it is a certified copy from the National Archives. This sheet will be the only page with a seal on it and you should be able to feel for the location of the seal on this page. I hope this provides a complete answer to your question. Thank you!
