The records you are interested in would be held at the city or county level, depending on how the state is structured, so you would need to contact offices there. You can find information about Cullman, AL, which is also a county seat, on their website at www.cullmanal.gov, and the website for Arab, AL, which is in Cullman and Marshall Counties, is www.arabcity.org/.
At the Federal level, the National Archives has custody of the Records of the Federal Housing Administration [FHA] (Record Group 31) and the Records of the Public Housing Administration [PHA] (RG 196), but these records are unlikely to contain information about specific county or city ordinances.
