Thank you for asking History Hub! The 1930 & 1920 census records should be available on Ancestry.com. On Ancestry you can narrow your search to find cities with bases on them. You would want to start by narrowing to the year of the census, i.e. 1940
>then by state, i.e. Virginia
>then by County, i.e. Portsmouth City
>Populated Place, i.e. Portsmouth City
>Enumeration District, i.e. Portsmouth City City, U.S. Navy Yard.
Navy muster rolls for those periods also should have them listed. Navy muster rolls before WWII are located at the National Archives at Washington, DC. Please contact them via email at firstname.lastname@example.org.

Thank you very much for this information. We did not find our person at Hampton Roads but instead at the Philadelphia Naval Yard in the 1930 census.
Now that we know that members of the military were included in census counts, we can probably also find other "missing" family members.
