I am looking for the Adminstrative Record Index documents from 1987

I have searched the site trying to find the Administrative Record Index documents attached to a 1987 report but have not found the correct documents. Is there a limit to how far back you can go?

What agency's records are you researching? Do you have an entry number or citation from the National Archives Catalog? Any other information would be helpful.

  I have an EPA Superfund Record of Decision for the Anaconda Smelter/Mill
  Creek, MT. The report date is 10/2/88. There is an attachment called
  Anaconda Smelter Site Mill Creek, Montana Administrative Record Index dated
  October 1, 1987, which has close to 1000 documents listed. I am trying to
  locate these documents. This is from EPA Region VIII, Office of Regional
