Liz Surprisingly (judging from how much talk of it there is online) I'd never heard of this and had to look into it some more. There are two versions posted on YouTube; one posted in 2006 can be found here: Bush Campaign 'Rats' Subliminal Message - YouTube and a second posted in 2011 can be found here: George W Bush for President 2000 Ad-"Rats" - YouTube. Though this should not be considered an endorsement of either one. Likewise, I feel that I should say something about copyright law so, copyright law.
As for official records. Campaign materials are not covered under the Presidential Records Act. Campaign materials are considered the personal records of the former president. I believe that President Bush has not deeded his campaign materials to the Library at this time. To be sure, contact the archivists at the George W. Bush Presidential Library and Museum. I’ve contctaed the GW Library, but haven’t yet heard back..
