What are these Roll numbers to?

Can someone explain how to search these & what are they leading to? Roll number 1938_0008 & these #1978_0015 , #1976_0015, #1974_0014. I'm getting nowhere with locating anything on this.

We searched the internet and located these numbers being associated with the Texas County Records on microfilm. We suggest that you contact the Texas State Library and Archives Commission at ref@tsl.texas.gov for more information. .
