We at the One-Step site, stevemorse.org, transcribed all the ED definitions. The definitions include Coast Guard bases. I just tested our resources with California. What you do is to go to stevemorse.org. The US Census section. The Unified Tool. Pick a state that has Coast Guard bases. Go to the right box where the city pull down list is and select "Other (specify)". Type in Coast Guard. What you will see are the EDs that have that word. For California my search shows

I understand the Coast Guard did the majority of its enumerations independently under agreements in Binder 36-I. Of course, small units like light houses were included in the regular surveys.
I am extracting Coast Guard units for a study of amount of people on sea duty in the service. I have nearly completed the 1940 Census. The 1950 Census will tell me how the service changed because of WWII. To carry it further, I have a 1964 Congressional document that show the vessels and numbers of personnel manning them. I also have one from the 1990s. Later information is difficult to locate because the Coast Guard hides this information. I may try a FOIA request.
