We searched the National Archives Catalog and located and located the series General Subject Files, 1936 - 1969 in the Records of the National Park Service (Record Group 79) that includes the file unit West Virginia: Project #2477 on Cheat River. Additionally, we located the series Civil Works Project Drawings, 1897 - 1999 in the Records of the Office of the Chief of Engineers, 1789 - 1999 (Record Group 77) that includes 21 file units pertaining to Cheat River, West Virginia which may include plans, engineering drawings, blueprints, engineering and topographical maps, and aerial photographs of civil works projects. I've also obtained info from hundreds of articles on Chronicling America & other on-line newspaper archives. However, I was not aware of the other resources that you referenced.
