We searched the National Archives Catalog and located the series Court of Inquiry Proceedings, 1909-1971 in the Records of the Office of the Judge Advocate General (Navy) (Record Group 125) that contains four files related to Case Number 44014: Loss of the USS YF-415 that may include the information you seek. We also located the series Logbooks of U.S. Navy Ships and Stations, 1941-1983 in the Records of the Bureau of Naval Personnel (Record Group 24) that include the deck logs of the USS Zircon (PY-16) for 1941-1946. These records have not been digitized.
