They will not process your request because they are only operating half staff according to the OMB, and are only processing "Emergency Requests" if your request was not considered an "Emergency" it will not be processed. It will be entered into I'm guessing their queue, until they can resume normal operations. Hope that they hire some contract workers when pandemic is over because they will need to start chipping away at the case loads.
If you are looking for discharge papers for a WWII veteran, try contacting the County Clerk or Recorder's office in the county where the veteran lived after the war. Veterans were encouraged (but not required) to file a copy with their county and most did. Some local government offices are still processing requests during COVID - depends on location. Might be worth a try. Good luck!
