We searched the National Archives Catalog and located the series Issuances, 1911 - 1942 in the Records of the Adjutant General's Office, 1917 - 1985 (Record Group 407) that include War Department General Order for 1917 & 1919-1920 as well as Army Regulations (with changes for 1918 & 1920. There are two other series Correspondence, General Orders, and Other Records, ca. 1918 - ca. 1920 and General Orders and Supplemental Orders, 1912 - 1931 in Record Group 407 that may include the general orders for 1918. Two additional series titled Central Decimal Files, 1917 - 1925 and Security Classified Central Decimal Files, 1917 - 1925 in Record Group 407 that may include general orders for 1918 filed under the decimal 300.12.
