Seeking War Power Commission records for Verda Barnes

    Julie Monroe Newbie

I am seeking documentation of the employment of Verda Rebecca White Barnes in the National Youth Administration (NYA) sometime after March 1941. I don't know if she was appointed to a position or hired. According to newspaper interviews, Mrs. Barnes was a NYA regional supervisor who worked in San Francisco. There are also newspaper accounts of Mrs. Barnes remaining with the NYA after it "morphed" into the War Manpower Commission. She left the WMC sometime before 1944. I am familiar with the finding aid for NYA records but have no experience navigating federal records. Thank you.

          Dear Ms. Monroe,

Thank you for posting your request on History Hub!

We suggest that you request a copy of her Official Personnel File (OPF). OPFs and medical information for individuals who worked for the U.S. government in a civilian capacity before 1952 are in the custody of the National Archives at St. Louis (RL-SL). Please email RL-SL via email at stl.archives@nara.gov and  include the full name used during Federal employment, date of birth, Social Security Number (if applicable), name and location of the employing Federal agency, beginning and ending dates of Federal Service. For more information, please check the Official Personnel Folders (OPF), Archival Holdings and Access website.

We searched the National Archives catalog and located the series Office Files of Verda W. Barnes, 1943 - 1944 in the Records of the War Manpower Commission (Record Group 211) that includes the file unit Barnes, Verda W. For more information about these non-digitized records, please contact the National Archives at College Park - Textual Reference (RDT2) via email at archives2reference@nara.gov.

The National Youth Administration (NYA) operated under a regional structure. When NYA was transferred to the War Manpower Commission on September 17, 1942, the San Francisco field office became part of Region 12 that covered Arizona, California, Nevada, Oregon, and Washington. We located 4 series in the Records of the National Youth Administration (RG 119) for Region 12 that may contain pertinent information related to Verda W. Barnes. These records are in the custody of the National Archives at San Francisco (RW-SB). For more information about these records, please contact RW-SB at sanbruno.archives@nara.gov.

Due to the COVID-19 pandemic and pursuant to guidance received from the Office of Management and Budget (OMB), NARA has adjusted its normal operations to balance the need of completing its mission-critical work while also adhering to the recommended social distancing for the safety of NARA staff. As a result of this re-prioritization of activities, you may experience a delay in receiving an initial acknowledgement as well as a substantive response to your reference request from RL-SL, RDT2, and RW-SB. We apologize for this inconvenience and appreciate your understanding and patience.

We hope this is helpful. Best of luck with your research!
