2 people found this helpfulI processed the Ordnance Pamphlet collection more than a decade ago, and it appears that the Navy did not transfer to NARA any of the OP's between 1200 and 1553. I wish I had a better answer than that.

The Maritime Park Association has a Finding Aid for RG 74 (ARC Identifier 575643 / MLR Number A-1 1022):
NARA Record Group 74: Records of the Bureau of Ordnance, 1818 - 1967: Ordnance Pamphlets Finding AidIt looks like their "ID 1486" entry may correspond to the pamphlet in question:
ID Number Volume Part Number Title Last Date Subject Type Withdrawn Box Number 1486 1417 Collimators for Optical Instruments 5/27/1952 Fire Control No 264 It doesn't look as if that particular pamphlet is in the online ARC catalog (the Maritime site has a few manuals digitized, but I don't see this one on their site either...) so it would probably require either an in-person visit, hiring a research, or (if it's the type of record you can order a copy of and if the above information is exact enough) attempt to order a copy: How to Obtain Copies of Records | National Archives
