1 person found this helpfulNot sure NARA would have a copy of the bylaws you seek but we may have other information about the Blewett or Peshastin Mining Districts. Please contact the Textual Reference Archives I Branch at archives1reference@nara.gov and the National Archives at Seattle via seattle.archives@nara.gov.

2 people found this helpfulMines and mining, Dennis, peaks my interest. I would recommend that you contact the Washington State Archives. They list a pretty decent collection of mining related collections from both Chelan and Kittitas County. The reason I say to contact them directly is that I don't know if these records are in the main branch of the archives in Olympia or in the Central Region Branch in Ellensburg.
They have a fair number of digitized records if you search for mining on their digital archives site here: Washington State Digital Archives.
If you want to search for materials that are not yet digitized (and there are some tempting resources here) you can search archives collections here: State Archives: State Records Collection - Washington State Archives - WA Secretary of State. Be sure to note that you can select the entire collection but also limit your search to a specific region. This is a search for "mining" limited to the Central Region: State Archives: Search Results - Washington State Archives - WA Secretary of State.
It's entirely likely that the National Archives and Records Administration has some mining related Federal records in their collections. A link to the National Archives catalog is here: https://catalog.archives.gov/ . Give it a search. I was able to find some possibilities in Record Group 49 the Records of the Bureau of Land Management (there are possibilities in BLM records. See this discussion over here Re: Where can I find grazing permits from the early 1900's in the Central Oregon area? for related info). I agree with Rebecca; if you want to look for Federal records contact the National Archives at Seattle for a start.
A really quick, and not too deep, internet search also brought up these interesting resources:
- An online mineral reference site called Minedat Blewett District (Peshastin District), Chelan Co., Washington, USA
- Washington Geological Survey Report of the Blewett District http://file.dnr.wa.gov/publications/ger_b6_geol_ore_dep_blewettdistrict.pdf
- A book "History of the Peshatin Mining District" https://www.amazon.com/History-Peshastin-Mining-District-Blewett/dp/0982255861
Best wishes for the success of your research.
