You've presented a tough one! Some of the CIC records have not been declassified yet, and the ones that have been declassified don't look to contain any information on the 166th Detachment. There is one possibility though: requesting a unit roster for the 166th CIC Detachment, or the Communications Zone Headquarters. Sometimes these have the names of the commanding officer. It's at least worth a shot.
These records are held at the National Personnel Records Center in St. Louis. You'll need to request the roster with a Standard Form (SF) 180, Request Pertaining to Military Records that you mail in to the Center in St. Louis.
