We searched the National Archives Catalog and located the series Records Relating to Coin Production for Central American Nations, 1904-1967 in the Records of the U.S. Mint (Record Group 104) that contains records related to Mexico and that may include the information you seek. The series Mint Accounts Records, 1898-1910 in Record Group 104 also contains information about Mexico that might be of interest. These records have not been digitized. this link was also on that site. There were a very limited number of coins made at the Philadelphia mint from what I read. Most were made at the mint in New Orleans.
