A few suggestions that might be helpful.
The Missouri History Museum has a collection for James Buchanan Eads, the engineer who designed the bridge. It includes correspondence that might include information about the men hired to construct the bridge. It looks like some of this collection, the James Buchanan Eads Collection, 1776-1974, has been digitized.
There's a blog post about the building of the bridge. It includes some names of some workmen. The Summer of Eads - it looks like some of the images and knowledge came from the Missouri History Museum.
Two book suggestions: Robert Jackson's Rails Across the Mississippi, about the history of the bridge that looks like it has a decent bibliography. You might check that out for where he got his information.
Calvin Milton Woodward wrote a history in 1881, A History of the St. Louis Bridge, which might not have the archival information you're looking for, but it definitely might have the names of the individuals involved.

1 person found this helpfulWhile not exactly an answer to your question--and you may already be very familiar with this resource--the Historic American Engineering Record has two surveys of the Eads Bridge. The bridge is a National Historic Landmark as such it was extensively documented. The photographs and the document pages are pretty interesting.

It might be a long shot, but the American Institute of Architects has its HQ and Archives in St. Louis. American Institute of Architects St. Louis
I've worked with stuff in this town long enough to know that you never know who is going to have what.
