The best source to check for the text of bills from modern congresses is Congress.gov -- the official website for U.S. federal legislative information. The website is maintained by the Library of Congress using data from a variety of official sources.
Here is a link to the page for H.R. 4354, 117th Congress -- "To amend the Internal Revenue Code of 1986 to improve the employer-provided child care tax credit."
There are a series of tabs across the page, one of which is Text. Unfortunately as of 7/20/21 the text has not yet been received for H.R. 4354. Bills are generally sent to the Library of Congress a day or two after they're introduced on the floor, but delays can occur when there are a large number of bills to prepare or when a very large bill has to be printed. I would check back periodically.
It also looks like you can sign up to get alerts (see link at top of page under bill title) for any updates to actions, bill text, cosponsors, or summaries.

Thanks for your reply but I had already tried that and could not find the text either. I don't know whether you can help me with this or not but I read several articles in news print yesterday about this bill and the information they are putting out is conflicting. Child tax credit money has been sent out already and yet it looks like the public has not had an opportunity to read the text of this bill. Do you have any idea who I could contact about this?

The monthly Child Tax Credit payments rolling out this year are a result of the American Rescue Plan, not from HR 4354 -- HR 4354 was introduced in the House on July 2, 2021 and referred to the House Committee on Ways and Means, but no further action on the bill has been taken.
The American Rescue Plan Act of 2021 was introduced as H.R. 1319 and became Public Law 117-2 when it was signed on March 11, 2021. The text of the bill is available via the Text tab on its Congress.gov page. The Child Tax Credit is in Part 2, Section 9611 -- or page 141 of the PDF.
