          Mike,

Not sure who you are searching for but here is some that i found not sure if this is a whole collection of the awards given or if they did this by individual ships/units. The last few sheets show enlisted men being commended by the Secretary of the Navy. I assumed you are looking for a relative so Included the areas beginning with your last name of Smith.

            Dear Mr. Smith,

Thank you for posting your request on History Hub!

We searched the National Archives Catalog and located Awards Citations Files, 1941 - 1970 in the General Records of the Department of the Navy (Record Group 428) and Medals and Awards Citations Files, 1941 - 1974 in the Records of the Office of the Chief of Naval Operations (Record Group 38)  that include files relating to the awarding of the Navy Cross.  These records are arranged alphabetically by surname of the recipient and are not indexed by the actions for which they received the award. For more information about these records, please contact the National Archives at College Park - Textual Reference (RDT2) via email at Archives2reference@nara.gov.

We also located Midway Battle Cablegrams, Award Recommendations, and Prisoner-of-War Records, 6/1/1942 - 7/1942 in the Records of Naval Districts and Shore Establishments (Record Group 181) that may contain some of the award recommendations related to the the Battle of Midway. For more information about these records, please contact the National Archives at San Francisco (RW-SB) at sanbruno.archives@nara.gov.

Due to the COVID-19 pandemic and pursuant to guidance received from the Office of Management and Budget (OMB), NARA has adjusted its normal operations to balance the need of completing its mission-critical work while also adhering to the recommended social distancing for the safety of NARA staff. As a result of this re-prioritization of activities, you may experience a delay in receiving an initial acknowledgement as well as a substantive response to your reference request from RDT2 and RW-SB. We apologize for this inconvenience and appreciate your understanding and patience.

The Naval History & Heritage Command (NHHC) has a card catalog of recipients of different awards and may be able to provide further information.

We searched online and located the lists Navy Cross Recipients, World War II, 1941-1945 and U.S. Marine Corps Navy Cross Recipients, World War II, 1941-1945 on the Department of Defense website Military Awards for Valor - Top 3. These lists do not specify the reasons for the awards.

Next, we located several references to individuals or groups of individuals who received the award, including all 14 pilots of Torpedo Squadron 6 (VT-6) and Commander Arnold E. True, who was awarded the Navy Cross and Distinguished Service Medal for his performance while in command of USS Hammann (DD-412) during the May-June 1942 Battles of Coral Sea and Midway.

Lastly, there is an unofficial Wikipedia article titled List of Navy Cross recipients for World War II that listed the battle for which an individual received the award.  Please note that NARA can not vouch for the accuracy or completeness of this information.

We hope this is helpful. Best of luck with your research!
