There was a Prologue article about it (see Genealogy Notes: The Official Register of the United States, 1816 - 1959 ) in 2004. I haven't found an online 1921 edition that doesn't seize up my computer, so maybe try a library or interlibrary loan.

Hi Jeanne,
In addition to the link that Vernon provided you can email your search request to stl.archives@nara.gov with the individual's full name, date of birth, place of birth, employment agency and time of employment. As much of that information as possible helps us to determine that we have the correct individual. Thank you!
