Thanks for posting to History Hub! Congressional reports and documents are published in the U.S. Serial Set. Fortunately, the U.S. Serial Set is digitized and accessible using a subscription database called ProQuest Congressional. ProQuest's U.S. Serial Set Digital Collection is searchable by publication number (e.g. s.exdoc.21, 46th Congress).
