Conferring with some colleagues, we have a few ideas.
It looks like Record Group wise, RG 260, Records of the U.S. Occupation Headquarters, World War II (OMGUS) or RG 466, Records of the U.S. High Commissioner for Germany. RG 466 has a subseries of records from the U.S. Courts of the Allied High Commission for Germany which might have your records. Both of these
If either of those record groups look at all right, but you need help narrowing it down, the contact would be Archives2Reference.nara.gov
The Eisenhower Presidential Library has compiled a finding aid for the topic of "Occupation of Germany by the U.S. Army." A warning on these records is that they tend towards policy and high-level reports, so they may not get into the granular detail you are looking for. They can be contacted at email@example.com.
I hope that gives you something to help narrow down your search!
This is a very interesting topic you're researching. Good luck with your work!
