In regards to your record request, before submitting a request for an OMPF, given the time period of enlistment, I might suggest reaching out to our Washington, D.C. unit to conduct a record search, as they all military records pre-WW1. You can find a more precise list of dates of coverage here:
If that search returns no record, then I would then proceed to order an OMPF search.
I would also reach out to our DC unit in regards to records of the 7th and 13th Cavalry. Here is a listing of the relevant series:

Can you provide more details on Frank Collins like DOB, place of birth to help narrow my search
He was from Ireland, born in 1888.
His enlistment record says from Philadelphia however.
He was living in Phila for a few years before his enlistment..
