The Federal government does not ordinarily create or maintain birth, death, marriage, divorce, adoption, or burial records. Such records are made and kept by state and local governments rather than the National Archives.
Most original records can be purchased from the New Jersey Vital Records State Department of Health or the County Clerk's office of the county where the event occurred. There’s a great genealogy research page for Salem County, NJ here.
