Thank you for posting your request on History Hub!
We were able to find the personnel file of Francis Kalnay through the Personnel Files of the Office of Strategic Services in Record Group 226: Records of the Office of Strategic Services, 1919-2002. These files are located at the National Archives at College Park – Textual Reference (RDT2).
As a public health precaution due to COVID-19, all National Archives research rooms nationwide, including those at Presidential Libraries, are closed to the public until further notice. Please check NARA’s web page about COVID-19 updates for the latest information. We apologize for this inconvenience and appreciate your understanding and patience.
We hope this is helpful. Best of luck with your research!
Dear Lori Norris,
Thank you for your email. I was able to visit the National Archives before the pandemic and to view Francis Kalnay's personnel records. However, I still have many unanswered questions --specifically the ones that I posted on the History Hub.

Dear Elliot Schneider,
Thank you for your reply. By any chance do you have access to the files in order to let me know the date and subject line of one or two memos or reports in the files? I ask because that would permit me to see if they are materials that I was able to access when I was at the National Archives a year and a half ago.
Dear Ms. Fennelly,
