      Who was the first woman awarded The President's Award for Distinguished Federal Civilian Service (PADFCS)?

          We searched the National Archives Catalog and located the series titled Personal Files, 1928 - 1983 in the Bertha S. Adkins Papers (Collection DDE-1159) that includes a List of Women in the Federal Service from the file unit Women in the Public Service, 1959, 1928 - 1983. The list indicates that Hazel K. Stiebeling was the first woman to receive The President's Award for Distinguished Federal Civilian Service (PADFCS) (page 1). The list has been digitized and is available using the Catalog.
