It appears you really have done your research at the local level. The time period they were married makes me believe that their church may have recorded the marriage, but depending on the denomination, that church or the records may no longer exist.

According to records, during the time of Catherine Estes' birth and probably marriage, she lived in either St Stephen's Parish or St Margaret's Parish. Both of these were in the area of King and Queen County that became Caroline County in 1721. St Margaret's Parish, the newer one was formed about 1721, which is also the only mentioned date I can find for Catherine's birth. I am unclear about how to look for records of either of these, or as you say, if any of them still exist.

I also found LIBRARY OF VIRGINIA Research Notes #26, "Early Virginia Marriages" to be informative about the laws of the time, when they were passed, and where marriages were required to be recorded.
