Pre-printed Marginalia on typewritten legal documents

There are hundreds of early 20th century typewritten legal documents in the Leslie Woman Suffrage Commission Litigation files. Here is one of 53 pages of a 103-page court document with 315 preprinted folio numbers in the margin (3 per page).  Note their position on the right-hand page.

How do we transcribe these folio numbers.  Transcribers have treated them several different ways--

      •   On a separate line preceding the relevant paragraph, either with or without brackets and asterisks.
      •   Embedded flush left in first line of relevant paragraph, either with or without brackets and asterisks.
      •   Embedded within most relevant line with brackets and asterisks.

Others have erroneously omitted them completely or made them flush left and then indented all paragraphs..

      •   Question: With or without brackets and asterisks?
      •   Question: On separate line or embedded at first line of text?
