    Where can I find records on Army boards set up to create particular manuals?

      I am specifically looking for the boards involved in the creation of Training Regulations 115-5 (published 1928). Would this be in the War Department/General Staff's G-3 or G-5 files? I'm not sure how to drill down to figure out if records exist before I plan a research trip.
