What specifically would you like to know about the Tuskegee syphilis study? If you have a particular research focus, that would help us look for materials relating to your topic.
Identifier 281640 in the National Archives Catalog lists Record Group 442; Records from the Center for Disease Control from the 1920s-2000s. This contains some administrative information, notes, and photographs from the study.
Because of sensitive information in the collection (and depending on your research focus) you will need to file a FOIA request: http://http://www.archives.gov/foia/

I'd like to make an addition to the original response. The Tuskegee syphilis study records are held at the National Archives in Atlanta and for more information, you can email them at atlanta.archives@nara.gov. The archivists will be able to send you some finding aids.
Also, the records are open to the public and so a FOIA request isn't necessary.
