Also the reason you did not find his records is because they had a name issue back then He is listed as Agricole Fusilice, typical for this time period. (click on image to enlarge).

Could you please clarify which organization you contacted? Are you referring to the National Archives, the Louisiana State Archives, or some local or university library special collections department?
The reason I ask is that I've never heard of a National Archives unit called "Special Collections" and pay records for militia sounds like it might be something held by a state or local institution.
Thanks, J. Andrew. Yes, I was physically at the the US National Archives in Washington, DC --- it was 15-25 years ago, so maybe there used to be a Special Collections Room but there is no longer. I went up or down to this room and was inspected when I came in and when I came out of the room. I showed them the reference and the man pulled the actual paper document to show me.
The point is that for officers there were final pay records which were too large to microfilm; maybe now, which advanced imaging equipment they have already digitized it. Agricole's document was about 11 x 17 inches.
So, so such a special paper document existed - being the National Archives, I would expect to be confident that it still exists. I need the help of someone who can locate this record. If it has already been imaged, please provide me a link; if not, image it and send me a link or PNG or JPEG file. Maybe this would be best accomplished by me having a phone call with a subject matter expert in the archival and retrieval of non-standard military records, especially in that era.
I greatly appreciate your efforts! I cannot afford to travel to DC to speak with someone and I don't think you are seeing anyone for these requests anyway.

We searched the National Archives Catalog and located Muster Rolls of Volunteer Organizations During the War of 1812, 6/18/1812 - 2/17/1815 in the Records of the Adjutant General's Office, 1762 - 1917 (Record Group 94) that may include pay records for Agricole Fuselier’s unit. Additionally, we located Indexes to the Carded Records of Soldiers Who Served in Volunteer Organizations During the War of 1812, 1899 - 1927 in Record Group 94 that includes an index card for Fusilice, Agricole - State: Louisiana - Regiment: Detachment Field And Staff Officers, 4 Brigade, Louisiana Militia. The card indicates that there should be a Compiled Military Service Record (CMSR) for him in the series Carded Records Showing Military Service of Soldiers Who Fought in Volunteer Organizations During the War of 1812, 1899-1927 (ARC Identifier 300392). Next, we located the War of 1812 Pension and Bounty Land Warrant Application Files in the Records of the Department of Veterans Affairs (Record Group 15) that may include a file for him.
