Seeking early lighthouse drawings of Paul Pelz

I am trying to tie Paul Pelz (one of architects for Library of Congress, among other things) to specific lighthouse drawings he might have done while a draughtsman for the US Light House Board between 1867 and 1871 (before he was made Chief Draughtsman). One possible way to find this might be through an application he did to become architect for the War Department/US Civil Service Commission in 1904 or 1905 when he had to supply a portfolio. I get the feeling he didn't like to take individual credit to work done for the USLHB but would love to know more. Anyone know whether such an application to the Civil Service Commission (or anything else of interest) might still exist somewhere?
