Try the National Personnel Records Center, Civilian Personnel Records, in Valmeyer, Illinois. Since you're not related to the person, the amount of info you can get may be limited.

The need to be next of kin only applies to non archival records. If the person in question stopped working for the government before 1952 then the record is in the public domain and anyone can request it. You can submit your request to firstname.lastname@example.org and if it turns out that the service did go into 1952 or later NARA will forward your request to Valmeyer, IL, who processes the non archival requests.
