I purchased two copies of the Declaration of Independence, at different times, at secondhand stores, in New England. The smaller one states it is a copy certified by Secretary of State, John Hay. Does anyone know what the highlighted symbol is in these snippets? I am encountering it regularly in transcribing section Feb 15 to Mar 6, 1901 of the TR project. This notation, which may be shorthand(?) appears in Mr Loeb's marginalia.
