We searched the National Archives Catalog and located a series titled Indian Census Rolls, 1885-1940 (M595) in the Records of the Bureau of Indian Affairs (Record Group 75). For more information about these non-digitized records, please email the National Archives in Washington, DC - Textual Reference (RR1R) at archives1reference@nara.gov.

Roll 646 is available for free on the Internet Archive, but it's for the Western Shoshone, not one of the Five Tribes.

We also located the Applications for Enrollment in the Five Civilized Tribes, 1898 - 1914 (also known as the Dawes Rolls) and Record Of Applications Under The Act Of 1896, 1896 - 1897 in Record Group 75.
