To get started with your research, we would recommend that you request their Official Military Personnel Files (OMPF) and medals. OMPFs and requests for medals for Navy enlisted personnel who were separated from the service after January 1, 1886 (January 1, 1903 for officers) are serviced by NARA's National Personnel Records Center (NPRC) in St. Louis.

Without additional identifying information, we cannot be sure we located your great grandfather and grandfather, but we did find the following information that could be very helpful to you when submitting your request if it appears they are a match.

We located the following entry on Ancestry.com for Eugene F Eisemann in the U.S., Department of Veterans Affairs BIRLS Death File, 1850-2010 who may be your great-grandfather.  A database made available to NARA also indicates that a Navy service number for Eugene F. Eisemann of 1403132. There is also a draft card for Eugene F Eisemann Sr in the U.S., World War II Draft Registration Cards, 1942, so you can see if the date and place of birth are the same as your great-grandfather.

For a possible identification of your grandfather’s Navy service, we also located this on Ancestry.com, Eugene F Eisemann in the U.S., Department of Veterans Affairs BIRLS Death File, 1850-2010, as well as his draft card, Eugene Fred Eisemann in the U.S., World War II Draft Cards Young Men, 1940-1947, so again, you can check if this information matches what you know about your grandfather.  If so, we also located his Navy service number, 6464325 here, Eugene F Eisemann Junior in the U.S., World War II Navy Muster Rolls, 1938-1949.  The service numbers will be helpful to provide when submitting your request to NARA.

Please note that websites such as Ancestry.com and Fold3.com typically charge fees, so you may wish to check with your local public library or university library as these institutions often provide access to websites such as these.  However, we have included screenshots for you below.

If the information provided above does not appear to match your family members, we still encourage you to submit your request and provide as much information as possible.  Also, please submit two separate requests for your great-grandfather and grandfather and be sure to request their personnel records and medals replacements.  Navy Regulations state that the awards authorized a former service member may be issued to his/her next of kin in the following order:  unremarried widow or widower, eldest child, parent, eldest sibling or eldest grandchild. If the proper authorization for medals is not submitted, the NPRC will provide a list of the awards earned by the service member.  Awards may be purchased from commercial vendors of military insignia.  For vendors in your area, you may search your local yellow pages under ‘Military Surplus’ or the web under ‘Military Insignia.’

Veterans and next of kin of deceased veterans may use eVetRecs to request records. See eVetRecs Help for instructions. Please note that next of kin of a deceased veteran must provide proof of death of the veteran such as a copy of death certificate, letter from funeral home, or published obituary. For more information see Request Military Service Records.

You can instead complete a GSA Standard Form 180 and mail it to NARA's National Personnel Records Center, (Military Personnel Records), 1 Archives Drive, St. Louis, MO 63138-1002.  If there is any information requested by the form that you do not know, you may omit it or provide estimates (such as for dates), but the more information you provide, the easier it will be to locate the correct file. For more information see Official Military Personnel Files (OMPF).

Archival OMPFs, those that are 62 years and older, may also be requested by visiting the Archival Research Room at the National Archives at St. Louis. Please email stlarr.archives@nara.gov for further assistance prior to making an appointment.

We hope this helps with your research!
