At the National Archives and Records Administration in Washington, DC we have among record group 24 Bureau of Naval Personnel, entry 132 Muster Rolls of U.S. Ships and Stations, 1860-1900, NAID563603muster rolls for the USS Tioga for the time period of 1865 on which the name Orin Barney. The muster rolls have been digitized and are available for viewing online that can be foundhere.
Please note that the Navy Department did not begin to maintain personnel files for enlisted men until 1885. We therefore do not have files giving detailed information about a man’s naval service before that date. However, enlistment returns and ships’ muster rolls, which are in our custody, show the date and place of enlistment, age at enlistment, civilian occupation, and the state and country of birth. They do not give information on the enlistee's family or name all of the vessels on which he served. The returns have been digitized and are available for searching online at Fold3.com, the muster rolls which are arranged by name of ship and time period have been digitized and the link to the USS Tioga was provided.
